Delegate Rohrbach moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill No. 4607 -- H. B. 4607 -- A BILL to repeal §16-5Y-12 of the Code of West Virginia, 1931, as amended; and to amend and reenact §16-2D-9 and §16-2D-11; all relating to removing an opioid treatment program from the list of health services which may not be developed.
